Notice of Study Completion

The City of Brantford has prepared an update of the 2007 Transportation Master Plan following Phases 1 and 2 of the Municipal Class Environmental Assessment (EA) process. The Update addresses the status of transportation projects recommended in the 2007 Plan, and the need for further improvements to the City’s transportation network to meet forecasted travel demand to year 2031. 

On August 25, 2014, the City of Brantford Council approved the recommendations in the 2014 Transportation Master Plan Update (TMP), recognizing that each individual project recommended in the Plan will be subject to the provincial Municipal Class Environmental Assessment process, and Council approval for funding prior to implementation.

The 2014 TMP provides the context and justification to implement specific transportation projects in the City to year 2031, including selected intersection improvements, road widenings and road extensions. All the recommended road network improvements will be subject to further study, public consultation and, unless previously approved, the requirements of the Municipal Class Environmental Assessment process. 

Equally important for the City’s transportation system to the year 2031 are strategies included in the Plan for the management of transportation demand, truck route management, transit improvements and expansion of the City’s cycling and walking networks.

The 2014 TMP will also be used to guide how the City implements its policies for traffic calming, use of roundabouts, sidewalks, road capacity optimization and access management, as well as new policies for Complete Streets and a Healthy Community as part of the Brantford transportation system. It also addresses other transportation-related City responsibilities involving transit-supportive land use planning, transportation demand management and provision and management of parking. 

The Updated Plan is strategically aligned with the City’s Official Plan Update, as well as its new Master Servicing Plan for water, sanitary sewer and stormwater management systems, which were undertaken in 2014.

The Transportation Master Plan Update will be available for public viewing at the City of Brantford Public Works Department at City Hall at 100 Wellington Square, the Brantford Public Library Main Branch at 173 Colborne Street, and the St Paul Avenue Branch at 441 St Paul Avenue.

Public Information Centre #3

A public information session was held on April 2, 2014. The list of transportation infrastructure projects being recommended for the updated Transportation Master Plan was presented at the session. The updated plan will include the City's projected growth (within its current boundaries) and serve the City of Brantford's transportation needs until 2031. Representatives from the City of Brantford Engineering Services Department and the consultant were at the meeting to receive input and comments from interested people. GO Transit Business Case for Brantford

The City of Brantford has been identified as one of the fastest growing communities in Ontario and the continued economic development of this community is dependent upon good inter-regional connections both east-west (to/from GTHA) and north-south (Region of Waterloo/Guelph), which are also growing at a similar rate. Recent transportation studies, conducted jointly with Ministry of Transportation and area municipalities, have identified the significant traffic pressures on the Provincial highway system connecting this community to Hamilton and into the GTA, which may be lessened with a public transit solution to serve the residents of Brantford. To this end, the City of Brantford must prepare a GO Transit Business Case for MetroLinx that would allow the Minister of Transportation to initiate the changes in the Metrolinx Act necessary for including the City of Brantford in the GO Transit Service Area.

In March 2012, the City of Brantford allocated funding to develop a business case for GO Transit Services in co-operation with the GO Transit planning office. At the same time the City also appointed a political Action Task Force to lobby the Ontario Government to amend the Metrolinx Act to include the City of Brantford within the GO Transit Service Area. In May 2013, City Council approved the inclusion of the GO Transit Business Case as part of the scope of services provided by IBI Group that was undertaking the Transportation Master Plan Update for the City of Brantford.

City staff , the Council-appointed political task force and IBI staff have been working with GO Transit staff to complete the business case and provided progress reports to Council in September and December 2013, with the final recommendations being presented to Council in March 2014. The business case estimates potential ridership, provides expected service levels and identifies four possible routes for connecting Brantford to the adjacent GO Transit connections in Hamilton, Burlington and Cambridge. This information is used to identify the potential costs and revenue sharing that can be achieved for inter-regional transit bus service operated by either GO Transit, Brantford Transit or a contractor on behalf of the City. The report has been submitted to the Minister of Transportation and Metrolinx GO Transit Planning Office for consideration.

Information Provided at Public Information Centre #2

The second Public Information Centre was held as a workshop to give the public an opportunity to view and comment on:

  • active transportation (pedestrians/cycling)
  • transit (internal and interregional)
  • vehicular travel/goods movement

This was an opportunity to present alternatives and preferred methods to resolve servicing and transportation issues for these modes of travel associated with projected City growth to 2031. Information Provided at Public Information Centre #1

The first meeting was held June 26, 2013. At this meeting the master planning studies were introduced and input from the public was requested on issues and ideas about water, sanitary and stormwater services, and transportation infrastructure for all types of transportation. 

Several transportation information boards were presented at the first Public Information Centre to inform the public of:

  • roadway improvements recommended from the previous Transportation Master Plan (2007) and the recommendations that have been implemented;
  • the cycling and trail network plan recommended in the 2007 Transportation Master Plan, and the bicycle lanes, shared roadway usage and signed bicycle routes that have been added since 2007;
  • the areas within the City of Brantford where population growth and industrial land development is still to occur;
  • current transit performance and the need to define the future role of the City’s transit services;
  • a business case study to be conducted as part of the Transportation Master Plan Update for extending ”GO” Transit service to Brantford;
  • the compliance of the Transportation Master Plan Update with the Ontario Environmental Assessment Act.

Background

The City of Brantford has retained IBI Group to undertake the development of a city-wide Transportation Master Plan Update which will be instrumental in improving the way people and goods move through and around the City. Brantford is changing and growing, and the current transportation system needs to adapt to embrace a more sustainable travel future for everyone. The Transportation Master Plan Update Plan is being carried out in conjunction with the City’s Master Servicing Plan and Official Plan Update.

Purpose of the Transportation Master Plan

The purpose of the Transportation Master Plan is to develop an integrated transportation system to guide decision making. The comments provided by the public will assist in identifying the issues and will provide direction for the development of future transportation infrastructure for all modes of transportation.

Objective

This plan will provide balanced strategies for the servicing and operation of important transportation infrastructure within the city for the next 30 years. It will look at walking, cycling, public transit, goods movement and auto travel, as well as support rail, inter-city bus and aviation services.

Notice of Study Commencement

The City of Brantford is initiating the development of a City-wide Transportation Master Plan Update. We are requesting public input and comments about the Transportation Master Plan Update and the Master Servicing Plan (for water, sanitary and stormwater services). These plans are separate but are being completed at the same time so that work in the road boundaries can be planned so there are fewer disruptions for the public. The City’s Official Plan is being reviewed now and information from that process will be used to make decisions about changes and upgrades to the streets and the services under them.

The City will use comments received from the public in the development of the various transportation and water and wastewater servicing approaches. A minimum of three (3) meetings (Public Information Centres) will be held to provide information and receive feedback from the public. 

The Process

Both studies follow the master planning process of the Municipal Engineers Association. The Master Plans will follow Approach #2 which will fulfill the requirements for Schedule A, A+, and B projects and become the basis for future investigations for specific Schedule C projects. The studies are being conducted according to the requirements of the Municipal Class Environmental Assessment, which is a planning process approved under Ontario’s Environmental Assessment Act.
