Notice of Study Commencement: Municipal Class Environmental Assessment for Improvements to Shellard Lane
The Study
The City of Brantford has initiated a Municipal Class Environmental Assessment (Class EA) for improvements to Shellard Lane from Colborne Street West to the City Limit in the City of Brantford. The need and justification for improvements to the corridor was established in the 2007 Brantford Transportation Master Plan Update. AMEC Environment & Infrastructure has been retained by the City to complete the study.
The study will identify and evaluate a variety of reconstruction and widening alternatives to meet forecasted transportation needs generated by build-out of the Southwest Development Area. Shellard Lane is a designated controlled access urban arterial road servicing the City’s southwest area. Recommended improvements contained in the 2007 Transportation Master Plan Study Update to be evaluated as part of the Class EA include widening, addition of cycling facilities and reconstruction of the existing road section in accordance with area Urban Design Guidelines.
In addition to potential road improvements, the study will identify and address other engineering aspects of the study area including traffic control at intersections, transit facilities, drainage, culverts, current pavement condition and utility services.
The Process
The study is being conducted in compliance with Schedule ‘C’ requirements of the Municipal Engineers Association "Municipal Class Environmental Assessment," (October 2000, as amended 2007) as approved under the Ontario Environmental Assessment Act. The Transportation Master Plan completed Phase 1 and 2 of the Class EA Process. A key component of the study will be consultation with interested stakeholders (public, landowners and agencies). At this time, it is anticipated that two Public Information Centres (PICs) will be held to provide interested parties with an opportunity to review and discuss issues related to the project.
Upon completion of the study, a comprehensive Environmental Study Report will be prepared and tabled for public review and comment. The document will detail the planning process and provide the preferred alternative, including how the public and agency input was received. A Notice of Completion will be issued at that stage.
Comments
The public will be notified through advertisement in the local newspaper and mailings regarding the PICs. The PICs will provide an opportunity for the public to review the alternative solutions, provide comments and discuss concerns and issues with representatives from the Project Team. Comments received from the public will be considered in the preparation of the Environmental Study Report. With the exception of personal information, all comments will be part of the public record.
