In response to the current and anticipated demand, in 2011, the City of Brantford together with a consultant team reviewed the design opportunities for a 36 hectare property on the north side of Shellard Lane in the Southwest area of the City. The team proposed development for residential, commercial and institutional uses as well as a fulsome recreational facility comprised of playing fields, parkland, playgrounds, picnic shelters, trails and parking. The addition of a community centre with a library, gymnasium and multi purpose rooms is also being considered.

General Update

The Revised Master Plan has been completed and was presented to Council on April 11, 2017. The plan was well received and was supported by the Committee of the Whole. The plan was officially endorsed on April 25, 2017. Work is now beginning on the detailed design for Phase 1.


The western boundary of the park needs to be established in the field. This was scheduled to occur at the start of May however due to the excessive rains, the site work has been rescheduled to mid-May. Following completion of this work, all boundaries for the park site will be established and a reference plan will be created.

Work on the Environmental Impact Study (EIS) continues. Water monitoring reports are being prepared. Documentation of flora and fauna on the site is being finalized and the study is on track to be completed by the fall 2017.

The Stage 2 report is in the process of being finalized for submission to the Ministry of Tourism, Culture and Sport (MTCS) for approval. The Stage 3 Request for Proposal (RFP) is ready and is expected to be issued in May 2017. This work is expected to take approximately 6-8 weeks. The results will determine if a Stage 4 investigation is required. All work on the archaeological investigation is targeted to be complete by the end of the summer 2017.

Traffic Study

The Traffic Study has been completed and is being finalized. This study confirms the requirements for signals at planned intersections and projects the volumes of traffic that will circulate in the new neighbourhood. Key recommendations in this study include suggested adjustments to public transit routes and confirmation that proposed entry and exit roads into and out of the park are acceptable.

Shellard Lane Task Force

The task force has been established and is comprised of Councillors, staff and members of the public. The group will continue to work with the consultants and staff to confirm the direction of the designs and to provide feedback and input during the detailed design phase.


MBTW has completed the Revised Master Plan. Detailed design on Phase 1 will now begin. This phase includes overall site grading, stormwater management, site servicing, entry roads, trails, softball diamonds, a playground and planting. The proposed washroom building design will be included in this phase however due to the estimated costs involved, the building may need to become part of Phase 2 construction.

Due to delays related to a variety of items involved in the development of the Revised Master Plan, the project is now likely to be tendered in the winter of 2017 and work will not begin until the spring of 2018.

  • Award the project-winter 2018
  • Begin construction-spring 2018
  • Complete construction of Phase 1-spring 2019
