Development Charges

Development charges are adjusted annually and assist in financial capital projects required to meet the increased need for services resulting from growth and development. Development charges are calculated at building permit stage.

When reviewing Development Charge rates it is important to note there are three separate rate schedules for:  the City-wide development charge (excluding Northern Settlement Area and Tutela Heights Settlement Area), the Northern Settlement Area and Tutela Heights Settlement Area.

Development Charges Background Study

  • Prepares a growth forecast and capital program needed to service this growth.
  • Calculates development charges consistent with the Development Charges Act, 1997 (DCA) and its associated Regulation.
  • Reviews current Development Charges policies and develops new develop charges by-law(s) and policies which conform to the DCA

2021 Development Charges Background Study

The City of Brantford's 2021 Development Charges (DC) Background Study is presented as part of the process to lead to the approval of a new DC by-law in compliance with the Development Charges Act, 1997. The new Development Charges Background Study is available for review online.

Notice of Passing of Development Charges Bylaw 210-2021

The Council of the Corporation of the City of Brantford passed Development Charges Bylaw 210-2021 October 26, 2021 pursuant to the Development Charges Act, 1997 and was adopted as Chapter 261 of the City of Brantford Municipal Code.  Any person or organization may appeal to the Ontario Land Tribunal (OLT) under Section 14 of the Act, in respect of the development charges by-law, by filing with the Clerk of the City of Brantford on or before the 6th day of December, 2021, a notice of appeal setting out the object to the by-law and the reasons supporting the objecting. Statutory Public Information Meeting

As per the requirement under the DCA, a statutory public meeting was held on Wednesday, September 14, 2021 at 6:00 pm.  This public meeting included a presentation by Hemson Consulting Ltd.,. The following items were discussed:

Annual Reporting

In accordance with Article 9 of Chapter 261 of the City of Brantford Municipal Code, the Treasurer shall annually present a financial statement to City Council regarding the development charges reserve funds. Review the 2022 Development Charges Reserve Fund Continuity Report
