First elected in 1994, Councillor Richard Carpenter has represented Ward 4 for more than 30 years, earning a reputation for accessibility, strong constituent service, and active community involvement. Prior to joining Council, he began his public service with the Brantford Public Utilities Commission in 1990, later serving as Chair of the Board, where he became an early advocate for reliable and accessible public transit.
Throughout his time on Council, Councillor Carpenter has focused on practical, community-driven leadership grounded in open and accountable local government. He is known for listening to residents, advocating for neighbourhood priorities, and working to ensure City Hall remains responsive to the community it serves.
Councillor Carpenter and his wife, Jenny, have been married for 48 years. Both grew up in Eagle Place in Brantford, and they enjoy spending time with their children, eight grandchildren, and one great-grandchild.
He has consistently supported key community priorities, including the development of a new hospital, affordable housing initiatives, addiction treatment and mental health supports, infrastructure improvements, public safety, and stronger relationships with neighbouring municipalities and Six Nations of the Grand River. He is also a strong advocate for responsible financial management and ensuring taxpayers receive value from municipal investments.
Councillor Carpenter has dedicated significant time to supporting seniors, families, and vulnerable residents. He served for several years as Chair of the Elder Abuse Prevention Committee, helping raise awareness and strengthen supports for seniors in the community. As Chair of the John Noble Home, he helped guide the expansion of seniors’ care services, including the addition of new beds to the facility. He has also been a strong supporter of the Seniors Resource Centre and its role in improving quality of life for older adults.
In addition to his municipal responsibilities, Councillor Carpenter served for ten years on the Children’s Aid Society Board, including two years as President, reflecting his commitment to supporting children and families. He also served on the Police Services Board, contributing to oversight and policy discussions related to community safety and policing.
Over the course of his career, Councillor Carpenter has participated in numerous municipal committees and boards, including Finance, Social Services, Estimates, Appointments, Economic Development, the John Noble Home Committee of Management, and the Police Services Board. His extensive experience has provided a broad understanding of municipal operations, financial planning, infrastructure, economic development, and long-term growth management. He is also a member of the Brantford Brant Norfolk Ontario Health Team, contributing to regional collaboration on health system priorities and community well-being.
