Master Servicing Plan
The objective of the City’s Master Servicing Plan is to provide the framework and vision for the management, expansion and funding of the water, wastewater and stormwater systems and servicing needs for the City to support growth to 2051.
The 2025 MSP Amendment builds upon the City’s previous master servicing plans and incorporates updated network information, growth monitoring, and hydraulic modelling. It evaluates the impacts of revised population and employment density targets within both existing and growth areas. The amendment outlines the proposed capital program and identifies cost implications associated with these changes to inform future updates to the City’s Development Charges By-law.
