Asset Management

Asset management helps the City manage our infrastructure assets and make better investment decisions. It also helps reduce risk so we can provide reliable and affordable services for our residents.

To make good decisions, we need good data. We also need to know how the City may grow over time and what levels of service our residents expect from the infrastructure we operate, maintain, replace and repair. This information allows us to efficiently manage our infrastructure assets to meet the service needs of the present without compromising our ability to meet the service needs of the future. The City is in the process of implementing the requirements of Ontario Regulation 588/17 which includes a Strategic Asset Management Policy and the development of asset management plans for all City owned assets.

Strategic Asset Management Policy

The Strategic Asset Management Policy outlines the requirements, overall intentions/principles and the framework that the City will follow when creating Asset Management Plans. The policy will guide the asset management process going forward and help embed asset management principles into ongoing capital, operations and maintenance activities.

Asset Management Plans

Asset Management Plans (AMPs) consolidate the data and information we need to make effective decisions about our infrastructure assets.

The most recent iterations of the Asset Management Plan are the 2025 Asset Management Plans which includes information related to our core and non-core assets as dictated by O.Reg 588/17. Core assets are defined as assets related to bridges & culverts, roads, water, wastewater, and stormwater. The City previously published four asset management plans (2013, 2017, 2021 and 2024). The next iteration of the AMP due July 1, 2030 will include information related to current and proposed levels of service and asset performance until 2039.

Value of Assets

The 2025 Asset Management Plans estimate the replacement value of core and non-core assets included in the plans at $4.1 billion. For a snapshot of our core and non-core assets, please refer to our asset summaries.

We use these assets to:

  • Support the delivery of our services;
  • Protect the safety of the public; and
  • Renew, improve and grow our City.

All assets owned by the City of Brantford that meet the criteria set out in the Strategic Asset Management Policy are included in the 2025 Asset Management Plan except for two areas. Plans for Housing and John Noble Home assets are currently under development.

In May 2016, the Infrastructure for Jobs and Prosperity Act, 2015 was proclaimed; granting the Province of Ontario the authority to regulate municipal asset management planning. In early 2017, the Ontario Ministry of Infrastructure introduced a proposed municipal asset management planning regulation and opened it for comment through the Environmental Registry. City comments on the proposed regulation were summarized in Council Report PW2017-067.The proposed regulation was amended and proclaimed on December 31, 2017.

The City is now working to fulfill the requirements of the regulation. Currently the City has achieved the necessary deadlines with the creation and Council adoption of a Strategic Asset Management Policy, the 2021 Asset Management Plan for core assets, the 2024 Asset Management Plan for non-core assets, and the 2025 Asset Management Plan identifying proposed levels of service and asset performance targets and what would be required to provide them. The next requirements are an annual reporting requirement starting on July 1, 2026 and an updated Asset Management Plan due by July 1, 2030.
