Northwest Brantford Municipal Services Expansion

The Study

The City of Brantford has initiated a Municipal Class Environmental Assessment (MCEA) for the Municipal Services Expansion in northwest Brantford. It is to provide and improve municipal service infrastructure to the Designated Greenfield Area development, according to the policy and principles in the Official Plan. The need for expanding the municipal systems was identified in the City’s 2020 Master Servicing Plan (MSP) Update 2051 Amendment and the Transportation Master Plan (TMP) 2051 Update. It is required to meet planned growth, including the areas within the City’s new settlement area.

This study will evaluate various alternatives for the service infrastructures, which include trunk watermain and trunk sewer extensions, road widenings, and stormwater management in and adjacent to the study area.

The Process

The study will be conducted in accordance with Schedule B and Schedule C project requirements of the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015 and 2023), which is approved under the Ontario Environmental Assessment Act.

The MCEA process includes public and agency consultations, the evaluation of alternatives, assessment of potential environmental effects of the proposed works and identification of reasonable measures to mitigate any potential adverse impacts.

The City of Brantford (the City) has long-term growth plans which have identified critical municipal infrastructure required to service the City’s Northwest Expansion lands, as outlined in the Master Servicing Plan (MSP), and the Transportation Master Plan (TMP). This critical infrastructure corridor will connect the City’s existing water, wastewater, stormwater, and transportation infrastructure to the City’s Northwest Expansion Lands north of Highway 403.

The City requires Municipal Class Environmental Assessment (MCEA) Studies to identify and confirm alternative solutions to expand the municipal services to the Study Area.

The undertaking includes four Schedule B projects and two Schedule C projects, including:

  • Oak Park Road Trunk Watermain (MSP Project W-M-002) – Schedule B
  • Oak Park Road Trunk Sewer (MSP Project WW-SS-001) – Schedule B
  • Powerline Road Trunk Sewer (MSP Project WW-SS-001) – Schedule B
  • Powerline Road Trunk Watermain (MSP Project W-M-003) – Schedule B
  • Oak Park Road Widening (TMP Project Number 2) – Schedule C
  • Powerline Road Widening (TMP Project Number 7A) – Schedule C
  • Stormwater Management in Grand River Northwest Catchment (MSP Project SW-LI-010) – Schedule B

The MCEA process requires the following 5 phases:

  • Phase 1: Define the problem / opportunity statement
  • Phase 2: Identify and assess servicing alternatives
  • Phase 3: Develop alternative design concepts for preferred solution
  • Phase 4: Environmental Study Report
  • Phase 5: Implementation

The scope of work for this project involves satisfying Phases 1 and 2 for Schedule B projects and Phases 1 to 4 for Schedule C projects. Due to the overlapping nature of the six major projects and their combined need to satisfy an optimized servicing strategy, the projects are being completed simultaneously.

We expect that this Study will take approximately two years to complete. Public feedback is encouraged for the planning and design of this project. There will be two Public Information Centre (PIC) meetings planned through the course of this Study. The public is invited to participate and specific meeting information will be shared once it becomes available.

How to Get Involved

Public comments will be taken into consideration throughout the decision-making process. The City will host Public Information Centres (PICs) at various phases of the MCEA. Notices for the study, including the PIC notifications will be posted on this project page.

Upon completion of the study, an Environmental Study Report will be prepared and posted for public review and comment.
