Tutela Heights Water System Assumption

Water system assumption will begin in August/September 2024

Background

The Tutela Heights area is located within the southwest part of the City of Brantford (City) and was previously within the County of Brant (County). In 2017 the municipal boundaries between the City and the County were amended which transferred the Tutela Heights area to the City. Following the City boundary expansion, the City and County agreed to an operational transition period during which the County would continue to operate and supply water to the Tutela Heights water system. During this transition period, new connections and water use were restricted due to water capacity constraints.

It is anticipated that all homes will be connected to the City of Brantford’s water system by December 2024.

Project benefits

This watermain assumption will provide several benefits to the City and residents of Tutela Heights:

  • Increased Fire Protection: According to hydraulic analysis, connection to the City water supply will provide residents with approximately a 50% increase in Fire Flow on average.
  • Integration with the City’s Water Meter Upgrade Project: Residents will benefit from leak detection and consumption monitoring features of the City’s Advanced Metering Infrastructure.
  • Reduced Costs: In 2023, the average water bill in the City was approximately $48 (cost per 17 cubic meters) and the average water bill in the County was approximately $80 (cost per 17 cubic meters). Water billing will switch over to the City in the billing cycle following the connection of each residence to the City’s system.
  • Increased Capacity for Growth: The City’s water system has adequate capacity to meet the needs of residents and facilitate growth in Tutela Heights.

The public meeting will provide information on the Tutela Heights Water System Assumption Project and future construction phasing and impacts during the proposed infrastructure upgrades.

What to expect

Residents will receive a formal letter introducing the project and an invitation to attend the public meeting. Below, you will find additional information about the project work. 

Preparing for the work

Licensed City of Brantford Water Operators will require access to a tap at your residence. This is required to facilitate flushing of County water out of the service lines before reconnection. City Operators will also inspect the plumbing in your home for cross-connections with a private water well system and take a final meter reading to ensure accurate billing.

To ensure a smooth transfer to City water and avoid prolonged shut-off, please complete the following before receiving your 48-hour work notice:

  • Identify if you have a private water well system;
  • Identify any plumbing cross-connections with your private water well system and municipal water service line;
  • If cross-connections exist, hire a plumber to disconnect the lines;
  • Ensure there is an accessible tap for City Operators to utilize;
  • Ensure the area around the tap is clear, your meter is accessible; and
  • Ensure an adult (18 years or older) is home during the appointment to provide access.

Flushing your water service line and inspection will take approximately 30 to 90 minutes to complete, depending on the requirements of the particular residence or business. Your water will be shut off while work is being completed in your area. Private water well disconnections must be made in order to return your home to service.

Every effort will be made to minimize the impact on your home or business.

During the work

Water service will be disconnected temporarily while operators complete their work. In order to return your home to service, City Operators will require access to a tap at your residence to clear the service lines of County water. City Operators will also require access inside your home to inspect for cross-connections with private water well systems. Once City Operators have checked for cross-connections and taken a meter reading, they will turn your water back on and flush the service lines.

After the work is completed

If you are not home while work is being completed in your area, please contact 519-756-1360 to schedule a time for an Operator to return to complete the work.

Private well cross-connections

Cross-connections between the well water supply and municipal water supply are prohibited. City Operators will inspect for cross-connections before reopening service valves and flushing service connections. If Operators identify a cross-connection, the service valve will not be turned back on until the well is disconnected. Residents are encouraged to contact a plumber to remove any cross-connections before the end of August 2024. Wells can be repurposed for irrigation or other grey water uses (e.g. laundry, toilet, etc.), as long as there is no cross-connection of the well supply with the City’s supply.

Project phases

The Tutela Heights Water System Assumption Project will begin in eight (8) phases. The project is targeted to be completed by December 2024.

When City of Brantford Water Operators are in your area, you will receive a door knocker 48 hours before your water is shut off.

Project Area Map

Initial Phase (1A and 1B)

  • Phase 1A: 251 to 265 Mount Pleasant Road to have water shut off to facilitate flushing
  • Phase 1B: 304-320 Conklin Road to have water shut off to facilitate flushing

Following flushing and sampling, water service will be restored, and a three to four week monitoring period will begin.

Phase 2

  • 265 Mount Pleasant Road to 4 Tutela Heights Road to have water shut off to facilitate flushing.

Phase 3

  • All homes on Belholme Avenue, Rosehill Avenue, Rue Chateaux Terrace and 8 to 94 Tutela Heights to have water shut off to facilitate flushing.

Phase 4

  • All homes on Davern Road and 95 to 129 Tutela Heights Road to have water shut off to facilitate flushing. Operators will install an automatic flushing device at the end of Tutela Heights Road following the disconnection of the County’s system.

Phase 5

  • All homes on Pleasant Crescent and 324 to 355 Mount Pleasant Road to have water shut off to facilitate flushing.

Phase 6

  • All homes on Westlake Boulevard, Harper Boulevard, Moore Boulevard, Ruijs Boulevard and 359 to 402 Mount Pleasant Road to have water shut off to facilitate flushing.

Phase 7

  • All homes on Tedley Boulevard and 403 to 434 Mount Pleasant to have water shut off to facilitate flushing.

Phase 8

  • 436 to 512 Mount Pleasant Road to have water shut off to facilitate flushing. Operators will install an automatic flushing device at the end of Mount Pleasant Road following the disconnection of the County’s system.

Approved future construction

During and following the completion of the Tutela Heights Water System Assumption, the City will be working to upgrade watermains and extend sanitary sewers to service current properties and future developments in the Tutela Heights Area.

Watermain upgrades will be completed along Mount Pleasant Road / Street from Beckett Drive to Tutela Heights Road and along Conklin Road from Mount Pleasant Road to Gillespie Drive. Sanitary sewers will be installed along Gilkison Street from the siphon crossing the Grand River adjacent to Lions Park Arena to Mount Pleasant Road, and along Mount Pleasant Road / Street from Magee Street to Conklin Road. These service extensions and upgrades will construct infrastructure identified in the Master Servicing Plan as necessary to achieve continued growth in the Tutela Heights Area and to provide adequate levels of service meeting City standards.

2024 Construction

Conklin Road will undergo a significant watermain upgrade with the installation of 330 metres of 300mm diameter watermain stretching from Mount Pleasant Road to Gillespie Drive. At the same time, Gilkison Street will undergo construction with the addition of 830 metres of trunk sanitary sewer, linking the sanitary siphon to Mount Pleasant Road. This project is set to begin in September 2024.

2025 Construction

Mount Pleasant Street / Road will undergo significant infrastructure improvements starting in Spring 2025. 910 metres of trunk sanitary sewer will be installed from Magee Street to Tutela Heights Road.

At the same time as the installation of the trunk sanitary sewer on Mount Pleasant Road / Street, water infrastructure upgrades will be completed on Mount Pleasant Road / Street between Beckett Drive and Tutela Heights Road. 1,210 metres of 300mm diameter watermain will be installed to improve the level of service to the Tutela Heights area.

2026 Construction

A local sanitary sewer will be constructed on Mount Pleasant Road along with a new watermain covering the remaining 1,170 metres from Tutela Heights Road to Conklin Road. The completion of this phase is the end of the planned infrastructure upgrades within the Tutela Heights Area to be completed within this project scope.

Water Quality

Residents will continue to receive safe, clean and reliable drinking water after they have switched to the City of Brantford’s (City) water system. The City is committed to treating and testing our water supply to ensure it always meets or exceeds the Safe Drinking Water Act set by the Ministry of the Environment, Conservation and Parks (MECP).

Most residents will not be affected by the changeover to the City’s water system, however, there are a few differences in the water chemistry compared to the County of Brant (County) water system.

Chloramination VS Chlorination
The City achieves secondary disinfection through chloramination which provides better protection against the growth of bacteria and significantly lowers the levels of disinfectant byproducts. However, residents on dialysis machines should contact their healthcare professionals to inform them of the change to their drinking water. Owners of fish, reptiles and amphibians should also take special care with chloraminated water and contact pet supply companies on how to properly remove and treat chloraminated water. 
Fluoride
The City adds a small amount of fluoride to the treated water to reduce the risk of dental cavities. Just like all the other chemicals used in treating our water supply, the fluoride added is certified NSF-60 for potable water.
Sodium
The sodium in the City’s drinking water supply had an average concentration of 74 ppm in 2023. The sodium concentration in drinking water reflects the level found in the Grand River. More information regarding sodium in the drinking water can be found on the Sodium in Drinking Water page.
Temperature
Residents may notice a difference in their water’s temperature due to the greater temperature fluctuations in our source water, the Grand River, compared to groundwater. The water temperature can also change as it flows through the watermains and storage facilities that make up the distribution system. 
Hardness
Water hardness refers to the amount of certain minerals, mainly calcium and magnesium, in drinking water. While hardness levels fluctuate depending on the season, the City’s water is considered 'medium to high' for water hardness. The average water hardness for the City is 310 parts per million (ppm) of calcium carbonate or 18.15 grains per US gallon of calcium carbonate. Water softeners may need to be adjusted accordingly.

Why are we switching to City of Brantford water?

In 2017, the municipal boundaries between the City and the County of Brant were amended which transferred the Tutela Heights area, to Phelps Road, to the City. The Tutela Heights water system is currently operated by the County. As a condition of the boundary adjustment agreement, the City must assume operation of the Tutela Heights water system.

How will I know when work is being completed in my area?

Residents will receive a door knocker 48 hours before the water is shut off once work begins with the initial phase of the project.

What should I do to prepare for the upcoming work?

Residents are strongly encouraged to contact a plumber to disconnect any private water well cross-connections in their home before the end of August, 2024.

What if I want to keep using my Private Water Well system in my home?

The City will not connect your water service if there is cross-connection with a private water well system under the Water Service Connection By-law (Municipal Code, Chapter 650). Well water can be re-purposed for irrigation and other grey water purposes.

What if I am not home while work is being completed in my area?

City operators will leave contact information at your home. When you are ready for staff to come turn your water back on, please contact 519-756-1360 and an on-call Operator will come to facilitate flushing, inspection and return of your water service. Someone 18 years or older must be home while the City completes the required work.

Do I need to allow Operators into my home?
